Tibbs Avenue: Speed Code S36 Indianapolis, IN 46241 RE: The tariff classification of a threaded pin and collar from an unknown country. Dear Ms. Morrow: In your letter dated October 8, 2010, you requested a tariff classification ruling. The samples you have submitted are being returned as requested. You submitted two samples for review. You refer to part number HL20PB6-2 as a Hi-Lok® pin, type HL20 and part number HL75-6AW as a Hi-Lok® collar, type HL75. You have stated that these parts are used in various Rolls-Royce gas turbine engines. The Hi-Lok® pin is made of alloy steel, has a protruding tension head and is partially threaded. The threaded end contains a hexagonal shaped recess which engages with the hex wrench tip of a Hi-Lok® driving tool to prevent rotation of the pin during installation. The Hi-Lok® collar is made of stainless steel and has an internally threaded counterbore. The opposite end of the collar has a wrenching device that is torqued by a driving tool until it shears off during installation. Installation of the two parts is done by inserting the Hi-Lok® pin into a prepared hole and then manually threading the Hi-Lok® collar onto the pin. The hex wrench tip of a power driver is then inserted into the pin’s hex recess and the collar hex. The power driver is then operated until the collar’s wrenching device has been sheared at a pre-determined torque. Removal of the installed fasteners can be done with common hand tools such as an Allen hex wrench and pliers. The applicable subheading for part numbers HL20PB6-2 (Hi-Lok® pin, type HL20) and HL75-6AW (Hi-Lok® collar, type HL75) will be 7318.19.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: other. The general duty rate will be 5.7% ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
