The subject product is a medicinal preparation containing Ramipril as the active ingredient. Ramipril is an angiotensin-converting enzyme (ACE) inhibitor. It is indicated for the treatment of hypertension and for the treatment of patients 55 years or older to reduce the risk of myocardial infarction, stroke, and death from cardiovascular causes. Your letter states that the product will be imported in dosage forms of 1.25 mg, 2.5 mg, 5 mg and 10 mg capsules. The applicable subheading for the Ramipril in dosage form will be 3004.90.9120, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Medicaments … consisting of mixed or unmixed products for therapeutic or prophylactic uses, put up in measured doses … or in forms or packings for retail sale: Other: Other: Other: Cardiovascular medicaments.” The rate of duty will be free.
