Box 1199 Williston, VT 05495 RE: The tariff classification of a tote bag from China Dear Ms. Pendris: In your letter dated July 15, 2010, you requested a tariff classification ruling. Your sample will be returned to you. Style 75585 is a tote bag constructed of a textile material that is laminated on the outer surface with plastic sheeting. The outer surface constituent material of the bag is the plastic sheeting. The bag is designed to provide storage, protection, portability, and organization to clothing and other personal effects during travel. It has a main textile-lined interior compartment with no additional features. The bag secures with a nylon zipper and has double carrying handles. It measures approximately 16” (W) x 10” (H) x 6.5” (D). The applicable subheading for the tote bag will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic, other. The duty rate will be 20 percent ad valorem. Your inquiry does not provide enough information for us to give a classification ruling on style 75584.
