N092896 February 22, 2010 CLA-2-83:OT:RR:NC:N1:121 CATEGORY: Classification TARIFF NO.: 8302.30.3060; 6307.90.9889 Ms. Barbara Kane Amsafe Commercial Products 22937 Gallatin Way Elkhart, IN 46514 RE: The tariff classification of a bracket, a link and tie down straps from China Dear Ms. Kane: In your undated letter received in this office on January 29, 2010, you requested a tariff classification ruling. You submitted five samples which will be returned to you as requested. The merchandise consists of five articles that will be used in various types of vehicles. The first is identified as a 5-inch end bracket made of steel. It measures approximately 6.25 inches long by 1.5 inches wide. The end bracket will be mounted to the frame of buses and recreational vehicles to hold a seat belt in place. The next three items are different styles of textile tie down straps. The 1 inch wide by 18 inch long black tie down strap has a plastic buckle. It will be used to secure loose articles in emergency, over the road, personal safety and military vehicles, as well as in marine boats. The red tie down strap has a plastic ladder lock buckle and measures 1 inch wide by 31 inches long. It will secure loose articles in buses. The blue tie down strap measures approximately 1 inch wide by 6 inches long. It is woven through a round steel end piece. This strap will tie down loose articles in recreational vehicles. The applicable subheading for the bracket will be 8302.30.3060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other mountings, fittings and similar articles suitable for motor vehicles, and parts thereof, of iron or steel, of aluminum or of zinc, other. The duty rate will be 2 percent ad valorem. The applicable subheading for the three tie down straps will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up articles…other, other, other, other, other. The duty rate will be 7 percent ad valorem. Duty rates are provided for your convenience and are subject to change. Your inquiry does not provide enough information for us to give a classification ruling on the 2-inch chain link.
