LLC, you requested a classification ruling. The sample which you submitted is being returned as requested. A style number was not provided for the sample. It is a handbag constructed from individual zippered textile components which can be added or removed to widen or shorten the handbag. It has an outer surface of nylon textile material. It is designed to contain the small personal effects a woman would normally carry on a daily basis. The bag has a single interior compartment with an open pocket and no additional features. It also has an adjustable removable shoulder strap. The bag measures approximately 8.25” (W) x 8” (H) x 4” (D). The applicable heading for the complete handbag, with all the zippered pieces imported together, will be 4202.22.8050, Harmonized Tariff Schedule of the United States, (HTSUS), which provides for handbags, whether or not with shoulder strap, including those without handles, with outer surface of textile material, other, other, of man-made fibers. The duty rate will be 17.6% ad valorem. The applicable heading for the individual components (wide strip, shoulder strap, narrow strip and end pieces), if imported separately, will be 6307.90.9889, HTSUS, which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change.
