Box 1028 Gonzales, LA 70707 RE: The tariff classification of a nap mat from China Dear Ms. Mayard: In your letter dated September 8, 2008 you requested a classification ruling. The submitted sample is a nap mat. The outer shell of the mat is made from 100 percent cotton woven fabric. It stuffed with a 100 percent polyester filler. The edges are finished with a fabric binding. The rectangular mat measures 20 x 44 inches. A 32-inch square polyester knit fleece blanket is attached along one side. Affixed to the top edge of the mat is a pillow in the shape of a cupcake. This mat folds in thirds and is secured with a hook and loop fastener. There is a fabric handle attached to the back of the mat. The applicable subheading for the nap mat will be 9404.90.1000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for mattress supports; articles of bedding and similar furnishing (for example, mattresses, quilts, eiderdowns, cushions, pouffes and pillows) fitted with springs or stuffed or internally fitted with any material or of cellular rubber or plastics, whether or not covered: other: pillows, cushions and similar furnishings: of cotton. The duty rate will be 5.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
