The merchandise subject to this ruling is a Plantronics Vista Universal Amplifier. It is identified in your letter as Model M12. The Plantronics Vista Universal Amplifier, Model 12, connects a single or multi-line telephone to a Plantronics headset for hands-free communication. The M12 enables a line telephone signal to be transmitted to the telephone headset and from the headset back to the telephone. There are three dials on the front of the M12 enabling the user to either switch from the headset to the handset, raise or lower the volume, or place a call on mute. The M12 is a professional quality headset amplifier intended for all telephones with modular handset ports. It is based on the Ultra IC and serves as an interface between a 4-wire telephone handset port and a headset capsule. The telephonic adapter has transmission and reception channels which provide features, such as transmit voice expansion and automatic gain control. The M12 will be put up for retail sale as a product comprised of the Plantronics M12 Vista Amplifier. A headset is not included. Additional features for the M12 include ergonomically designed volume and quick disconnect. The applicable subheading for the Plantronics Vista Universal Amplifier (Model M12) will be 8517.69.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Machines for the reception, conversion and transmission or regeneration of voice, images or other data, including switching and routing apparatus: Other.” The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
