You submitted photographs of a product called “Pantless Swim Trainer,” Style ET8999. It is made of 100% nylon knit fabric with an inflatable PVC inner tube. It has a tank-top-like upper portion that the child wears while he or she sits in the tube, which has a panty-like lower portion; both the upper and lower portions are permanently sewn to the tube portion. The article functions as a swimming aid providing buoyancy or flotation support when a child is secured in the “tank top” and “panty” and is placed in the water. It is designed for children 2-7 years of age. The applicable subheading for the Pantless Swim Trainer will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change.
