Box 97000 Redmond, WA 98073 RE: The tariff classification of handbag and a camera bag from China and Vietnam Dear Ms. Kessler: In your letter dated November 20, 2006, you requested a classification ruling. Style 063-0301 is a backpack-style handbag constructed with an outer surface of man-made textile material. It features a main storage compartment, two interior pockets, two exterior pockets, and a convertible shoulder strap that allows the bag to be carried over one shoulder or over two shoulders. The item is sized and designed to carry the small personal effects commonly carried on a daily basis. Your sample is being returned to you. The applicable subheading for the handbag will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTSUS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, other, other, of man-made fibers. The duty rate will be 17.6 percent ad valorem. Style 023-1329 is a carry bag constructed with an outer surface of man-made textile material. It features a front zippered storage compartment that can accommodate a camera or other small accessories. The back of the bag has an organizer panel secured with hook-and-loop closures. It has an adjustable shoulder strap that also allows the bag to be worn around the waist. This office is retaining the bag as an official sample. The applicable subheading for the carry bag will be 4202.92.9026, HTSUS, which provides for other containers and cases, other, with outer surface of textile materials, of man-made fibers. The rate of duty will be 17.6% ad valorem. Duty rates are provided for your convenience and are subject to change.
