Your sample is being returned to you. The submitted sample is identified as the “Quilted Satin Duffle Bag” (Style B17C). The bag measures approximately 12”W x 9”H x 5”D. It is constructed with an outer surface of 100% polyester textile fabric. The bag features a main storage compartment with a top zippered opening, two carrying handles, two interior pouch pockets, an interior zippered pocket, and an exterior patch pocket. The bag is designed to carry clothing, ballet shoes, and other personal effects during travel. The applicable subheading for the duffle bag will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports, and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The rate of duty will be 17.6% ad valorem. HTSUS 4202.92.3031 falls within textile category designation 670. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise, which is the product of World Trade Organization (WTO) member countries. The textile category number above applies to merchandise produced in non-WTO member-countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes.
