Dear Ms. Schroeder: In your letter dated July 27, 2006, you requested a tariff classification ruling. The round steel wire NailScrews™ have steep pitched threading and are driven into place with a striking tool. The submitted samples have been described as follows: 2¼ inches x 0.113 - wire coil collated NailScrew™ with a Phillips drive bugle head. The NailScrews™ are galvanized coated and are to be used in pneumatic coil nailers. 1½ inches x 0.113 - plastic sheet coil collated NailScrew™ with a Phillips drive bugle head. The NailScrews™ have a galvanized coating and are to be used in pneumatic coil nailers. 2½ x 0.120 inches - plastic strip collated NailScrew™ with a square drive bugle head. The NailScrews™ have a galvanized coating and will be used in pneumatic nailers. 2½ x 0.120 inches - bulk (non-collated) NailScrew™ with square drive composite style head. They are to be coated and collated in the U.S. 3 inches x 0.113 - bulk (non-collated) NailScrew™ with Phillips drive bugle head. They are to be collated in the U.S. The applicable subheading for the NailScrews™ described above will be 7318.14.1060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: self-tapping screws: having shanks or threads with a diameter of less than 6 mm: other. The duty rate will be 6.2% ad valorem. Duty rates are provided for your convenience and are subject to change.
