Dear Mr. Marinescu: In your letter dated July 12, 2006, you requested a tariff classification ruling. You submitted a sample of “Creative Beading” identified as item number 8824, which is being returned upon your request. “Creative Beading” is an educational toy craft set that consists of one spiral bound 36 page instructional book that measures approximately 10" x 9" and a plastic container with cardboard backing that is attached to the spirals on the cover of the book. The plastic container is divided into eight compartments that contain assorted colored and sized plastic beads, ribbon, silver beading wire, red beading wire, three pin backs, fishing cord, two pairs of fishhook earrings, 12 jump rings, 1 pair of hoop earrings and 3 bracelet clasps. The instructional book features illustrations and step-by-step instructions that explain the basics of rudimentary beading. By following these directions and illustrated examples, a child 6 years of age and older will derive amusement while learning the fundamentals of making their own simple rings, bracelets, anklets and necklaces. The applicable subheading for the “Creative Beading” identified as item number 8824 will be 9503.70.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Other toys, put up in sets or outfits, and parts and accessories thereof." The rate of duty will be Free. Duty rates are provided for your convenience and are subject to change.
