DBA Volcom, you requested a classification ruling. Submitted style B012604 is a short sleeve pullover made of finely knit cotton jersey fabric. The style has sewn-on rib knit fabric at the round neckline, sleeves and waistband. The style is distinguished by diagonal bands of drop needle open work fabric at the garment front and similar horizontal bands of open work fabric at the garment back. For ruling purposes it is assumed the item is sized for girls 7 to 16. As you have requested, the sample will be returned to you. The applicable subheading for style B012604 will be 6110.20.2079, Harmonized Tariff Schedule of the United States (HTSUS), which provides for pullovers and similar articles, knitted or crocheted, of cotton, other, other, women’s or girls’, other. The duty rate will be 16.5 percent ad valorem. The pullover falls within textile category designation 339.
