Dear Ms. Shoemaker: In your letter dated August 15, 2005, on behalf of Pacifica LTM, LLC, you requested a classification ruling. The submitted sample of the “Road Trippin, Cargo Case Storage System.” It consists of a five-piece set of auto roof top cargo organizer bags that are wholly of man-made fiber textile materials. Each bag is sized and shaped for a particular content. The organizers are designed to be carried with the person subsequent to being carried in a rooftop. carrier. Your samples are being returned as requested. The applicable subheading for the roof top cargo organizers will be 4202.92.9026, Harmonized Tariff Schedule of the United States (HTS), which provides for in part, for other bags and containers, with outer surface of textile materials, other, other, of man-made fibers. The duty rate will be 17.6 percent ad valorem. HTS 4202.92.9026 falls within textile category designation 670.
