Dear Ms. Whitley: In your letter dated June 29, 2005 you requested a classification ruling on behalf of Bed Bath & Beyond. The merchandise at issue, identified as Style no. DJS-001, is a portable poolside mat with a built in pillow. The mat is made from a man-made fiber knit fabric laminated to a layer of plastic foam. Sewn to one end of the mat is a compartment with a zipper closure that contains a removable foam pillow. The compartment includes a small textile pouch that can be used for the storage of keys or a wallet. The rectangular mat measures approximately 24 x 50 inches. The mat rolls up and is held in place by means of a textile strap with a plastic buckle closure and two elastic loops. The applicable subheading for the mat will be 9404.90.9522, Harmonized Tariff Schedule of the United States (HTS), which provides for mattress supports; articles of bedding and similar furnishing (for example, mattresses, quilts, eiderdowns, cushions, pouffes and pillows) fitted with springs or stuffed or internally fitted with any material or of cellular rubber or plastics, whether or not covered: other: other: other: other... with outer shell of man-made fibers. The duty rate will be 7.3 percent ad valorem. The portable mat falls within textile category designation 666.
