Horn Source International, Inc. 2201 River Road Louisville, KY 40206 RE: The tariff classification of zippered vanity cases from China. Dear Ms. Horn: In your letter dated July 5, 2005, you requested a tariff classification ruling for zippered vanity cases. You have submitted two samples with your request identified as “Peek-A-Bags”. The items are small zippered vanity cases measuring approximately 7”(W) x 5”(H). The cases are manufactured of a textile fabric said to be of 100% cotton textile material wholly covered on the exterior surface with transparent polyvinyl chloride (PVC) plastic sheeting. The inside of each case is vinyl lined and features fitted wall pockets on each interior wall to contain cosmetics/toiletries, etc. There is a permanently attached fitted mirror on the front exterior surface of each bag. The applicable subheading for the zippered vanity cases will be 4202.12.2050, Harmonized Tariff Schedule of the United States (HTS), which provides for in part, for trunks, suitcases, vanity cases and similar containers, with outer surface of plastics or of textile materials, with outer surface of plastics, other. The rate of duty will be 20 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
