Dear Mr. Ashear: In your letter dated May 27, 2005, you requested a tariff classification ruling. The provided sample will be returned as per your request. Style 3130 is an outseam constructed polyester fleece glove with a fold-over bottom cuff. The glove features fourchettes and three rows of stitching down the glove backside. The applicable subheading for style 3130 will be 6116.93.9400, Harmonized Tariff Schedule of the United States (HTS), which provides for Gloves, mittens and mitts, knitted or crocheted: other: of synthetic fibers: other: other: with fourchettes. The duty rate will be 18.6 percent ad valorem. Style 3130 falls within textile category designation 631. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
