Dear Ms. Cheung: In your letter dated April 5, 2005, you requested a tariff classification ruling. The supplier is Kunshan C&S Leather Products, China. The instant sample, identified by style number F4232SZEB, consists of a ladies hobo style handbag made from calf leather with the hair on. The handbag measures 12.5" x 8" x 3.75" wide. It features a leather shoulder strap and a top zipper closure with a back wall containing zippered pockets inside. Additionally, there is a leather tab on the front side with a metal closure. You state that this bag may be imported in a different pattern and will be identified by style number F4232GLPD. We note that the submitted sample did not contain any country of origin marking as required by Section 304 T.A. The applicable subheading for the handbag will be 4303.90.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for … other articles of furskin. The rate of duty will be Free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
