Dear Ms. Kwok: In your letter dated October 31, 2003, you requested a tariff classification ruling for a passport holder. A sample of item C-88996D-1 has been submitted. The item is a bifold passport holder measuring approximately 9”(W) x 4 ¾”(H) in its folded condition. It is manufactured with an exterior surface of polyvinyl chloride (PVC) sheeting. The interior features various size pockets/slots designed to contain passports, documents, credit cards, pens and other related articles. The applicable subheading for the passport holder will be 4202.92.9060, Harmonized Tariff Schedule of the United States (HTS), which provides in part, for other bags and containers, with outer surface of sheeting of plastic, other, other, other. The rate of duty will be 17.8 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
