As indicated by the submitted information, the impulse ring is a toothed wheel made of metal. It is a component of a speed sensor for an automobile anti-lock breaking system (ABS), and is located on the inner ring of a bearing. As the bearing rotates, the sensor counts the wheel teeth that past per second and, in turn, provides a wheel speed reading to the auto’s on-board computer. The applicable subheading for the ABS impulse ring will be 8543.90.8880, Harmonized Tariff Schedule of the United States (HTS), which provides for electrical machines and apparatus, …, not specified or included elsewhere in Chapter 85; parts thereof: Other: Other: Other. The rate of duty will be 2.6 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
