Dear Ms. Kwok: In your letter dated July 14, 2003, you requested a tariff classification ruling for a tote bag. The sample submitted is identified as item C-85611-1 “PVC Mini Tote”. The item is a double handle, open top tote bag designed to contain personal effects during travel. It is manufactured of clear polyvinyl chloride (PVC) sheeting. The interior of the bag is unlined with no additional features. The bag measures approximately 7 ½”(H) x 5 ¼”(W) x 4”(D). The applicable subheading for item C-85611-1 will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
