You submitted three samples. Style number 0480 is a woman’s blouse that is constructed from 97% polyester, 3% spandex, woven fabric. The garment features a drawstring hood, long hemmed sleeves, a full front opening with a zipper closure, front kangaroo pockets at the waist, and a hemmed bottom. The right sleeve has a flap pocket with a buckle closure. Style 0261 is a woman’s sweater-like cardigan that is constructed from 55% silk, 35% rayon, 10% cashmere, knit fabric. The outer surface of the cardigan measures more than 9 stitches per 2 centimeters in the horizontal direction. The cardigan features a ribbed neckline, long sleeves with ribbed cuffs, a full front opening with a zipper closure, and 2 front vertical inset pockets in the waist area. The waist is made from part rib knit fabric and part self-fabric. Style 0186 is a woman’s pullover that is constructed from 55% silk, 35% rayon, 10 % cashmere, knit fabric. The outer surface of the pullover measures more than 9 stitches per 2 centimeters in the horizontal direction. The pullover features a V-neckline, long sleeves with rib knit cuffs, and a rib knit bottom. Your samples are being returned as requested. The applicable subheading for style 0480, the blouse, will be 6211.43.0060, Harmonized Tariff Schedule of the United States (HTS), which provides for other garments, women’s: of man made fibers: blouses, excluded from heading 6206. The rate of duty will be 16.1% ad valorem. The subheading for style 0261, the cardigan, and style 0186, the pullover, will be 6110.90.9090, which provides for sweaters…and similar articles, knitted: of other textile materials: other…other: women’s. The duty rate will be 6% ad valorem. Style 0480 falls within textile category designation 641. Styles 0261 and 0186 fall in category 838. Based upon international textile trade agreements category 641 from Hong Kong and China of are subject to quota and the requirement of a visa. Category 838 from Hong Kong and China are neither subject to quota nor the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information, we suggest that you check, close to the time of shipment, the U.S. Customs Service Textile Status Report, an internal issuance of the U.S. Customs Service, which is available at the Customs Web site at www.customs.gov. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
