Dawson Import Manager C/o GRACO 150 Oaklands Boulevard Exton, PA 19341 RE: The tariff classification of an automobile organizer from China Dear Ms. Dawson: In your letter dated January 16th, 2003 you requested a tariff classification ruling. A sample of an item identified as article number GR-5704, Back Seat Organizer, has been submitted . The article is a tri-fold organizer designed to provide storage, protection, organization and portability to personal effects during travel. The organizer has a top strap that can be placed over the headrest of a vehicle and hung on the back of the vehicle’s front seat. It is manufactured primarily of man-made fiber textile materials. The outer surface is of man-made textile fabric. The organizer has assorted pockets and pouches. It is intended to be marketed for baby accessories however it is equally capable of containing adult or older children’s effects. The applicable subheading for article GR-5704, Back Seat Organizer, the will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports, and similar bags, with outer surface of textile materials, other, other, of man-made fibers, other. The rate of duty will be 17.8 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
