Dear Mr. Makalou: In your letter dated December 21, 2001, you requested a tariff classification ruling for a handbag. The sample submitted is identified as style 31-62654. The item is a double handle ladies handbag manufactured with an exterior surface wholly of a woven textile material of man-made fibers. The bag features an undivided textile lined interior with a zippered wall pocket on one side and two open pockets on the other. Inside one of the open pockets is a permanently attached coin purse of the same material as the handbag. The bag is secured by means of two straps that tie together as a closure in the top center of the bag. Your sample is being returned as requested. The applicable subheading for style 31-62654 will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 18.1 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
