Dear Ms. Kwok: In your letter dated August 14, 2001, you requested a tariff classification ruling for a travel toiletry bag. The sample submitted is identified as item C3-65511. The item is a travel toiletry bag designed to contain small personal effects while traveling. It is manufactured of clear polyvinyl chloride (PVC) sheeting with textile trim. The interior features a single, unlined compartment with no additional features. A zipper closure secures the top of the bag and a carry strap of textile is permanently attached to the top of the bag. The bag measures approximately 8”(H) x 9”(W) with a 4 ½” base. The applicable subheading for C3-65511 will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
