Washington, D.C. 20006-3817 Dear Mr. Papavizas: This letter is to inform you that pursuant to 19 C.F.R. § 177.12(b)(2008), this office is revoking HQ H046137 (Feb. 20, 2009) effective immediately. In HQ H046137, this office determined that the "Christmas Trees" described therein, transported between coastwise points on the Outer Continental Shelf, constituted vessel equipment the transportation of which would not be in violation of 46 U.S.C. § 55103. After careful consideration, we have determined that it is necessary to further clarify the definition of vessel equipment as well as review past rulings in which this office determined certain transported items were vessel equipment.
