Dear Mr. La Saga: In your letter dated March 21, 2001, you request a tariff classification ruling. You submit the following photographs: Mod-G006, Joss III, is a red colored three column candle molded in the shape of a “W” that measures approximately 10” in height x 2” in width x 10” in length. Each column has a wick. Mod-G007, Twin, is a white colored two wick column candle that measures approximately 6” in height x 2” in width x 4-1/4” in length. Mod-G008, Twin II, is a gray colored two wick column candle that measures approximately 12” in height x 2” in width x 4-1/4” in length. Mod-G009, Finder, is a white colored two wick rectangular shaped column candle that measures approximately 5” in height x 3-1/2” in width x 12” in length, with a rectangular shaped “hole” in its center. The applicable subheading for the above described candles will be 3406.00.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for Candles, tapers and the like. The rate of duty will be free. You have asked whether this product is subject to antidumping duties or countervailing duties.
