Garibaldi President Schmidt, Pritchard & Co., Inc. 9801 West Lawrence Avenue Schiller Park, Illinois 60176 RE: The tariff classification of a paperboard box from Hong Kong Dear Mr. Garibaldi: In your letter dated March 29, 2001, on behalf of your client Deluxe Craft Mfg. Co., you requested a tariff classification ruling. A sample was submitted, which will be retained for reference. The sample is a rigid paperboard box, with removable lid, 11 inches long, 7 ¾ inches wide, and 4 ¾ inches high. It is covered with a blue, coated, paper, on which there are pictures and text on all outer surfaces. It is printed, by way of title and sub-title, “Friends” and “Photo Storage Box.” There is a metal bracket on one of the ends of the box, to hold a label indicating the contents. Inside the box is a packet of file-divider cards, each printed with figures of “friends”, matching some of the printing on the outer surface of the box. The box is identified in your letter as Item number 00144. The applicable subheading for the “Friends” Photo Storage Box, Item 00144, will be 4823.90.6500, Harmonized Tariff Schedule of the United States (HTS), which provides for Other (non-enumerated) articles of coated paper or paperboard.. The rate of duty will be 1.7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
