Dear Ms Immormino: In your letter dated March 2, 2001, on behalf of Waxman Industries, you requested a tariff classification ruling. The samples submitted are felt pads, item number 6154 and 7184. The felt pads are made of small circular felt fabric. This material contains a light adhesive coating (likely plastics) on one side, and affixed onto item number 7184 is a protective peel-off paper. This material, once removed from the protective paper, is designed to the desired shapes and sizes for use as protective pads, which will be placed under lamps, figurines, and vases, to prevent the possible marring of furniture and the floor. They varies in sizes of ¾”, 3/8”, ½”, 5/8”, 1”, 1-1/4” and 1-3/4”. The applicable subheading for the felt pads will be 6307.90.9989, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles . . . Other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
