Dear Ms. Ritchings: In your letter dated February 27, 2001, you requested a ruling on tariff classification. The samples you provided are the Model CBD10 Quick Braid (including a videocassette tape, snap beads and silicone stretch bands) and Model CBD10PR Beads and Bands (which may be imported separately from the Braider). The Quick Braid is a battery-operated appliance containing an electric motor. The Braider uses a rotating head to help a woman braid her hair. The snap beads are made of polypropylene and the stretch bands are of silicone The applicable subheading for the Quick Braid, not including the videocassette, will be 8509.80.0095, Harmonized Tariff Schedule of the United States (HTS), which provides for electromechanical domestic appliances, with self-contained electric motor, other. The general rate of duty will be 4.2 percent ad valorem. The applicable subheading for the videocassette will be 8524.52.1040, Harmonized Tariff Schedule of the United States (HTS), which provides for “Other magnetic tapes: Of a width exceeding 4 mm but not exceeding 6.5 mm: Video tape recordings … In cassettes.” The rate of duty will be 0.33 cents/linear meter. The applicable subheading for the beads, if imported separately, will be 3926.90.3500, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of plastics, other, beads, bugles and spangles, not strung (except temporarily) and not set; articles thereof, not elsewhere specified or included, other. The rate of duty will be 6.5 percent ad valorem. The applicable subheading for the silicone stretch bands, if imported separately, will be 3926.90.9880, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of plastics, other, other, other. The rate of duty will be 5.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
