Dear Ms. Chan: In your letter dated July 31, 2000, you requested a tariff classification ruling. The merchandise to be imported consists of cabinet doors made from coconut husk (coir). Coir is a fibrous, cellulosic material that surrounds the outside of a coconut. It is a waste material made as a result of harvesting coconuts. The coir is processed into small particles and added to a thermoset resin. The mixture is compression molded under heat and pressure to form cabinet doors. The doors are finished with a thin decorative PVC laminate. The doors are used for kitchen and bathroom cabinets. The applicable subheading for the cabinet doors will be 9403.90.8080, Harmonized Tariff Schedule of the United States (HTS), which provides for other furniture and parts thereof: parts: other: other, other. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
