Box 91217 Los Angeles, CA 90009 RE: The tariff classification of components for window blinds from Taiwan or China. Dear Mr. Parisi: In your letter dated May 30, 2000, on behalf of Elegant Windows, Inc., you requested a tariff classification ruling. Samples were provided with your letter. The components include slat material, regular valances, bottom rails and crown valances. All are composed of foamed polyvinyl chloride plastic (PVC). They will be imported in lengths of nine feet. The cross section of each product is uniform throughout its entire length, and they are not worked beyond surface-working. The slat material has an oval cross section. The applicable subheading for the above components for window blinds will be 3916.20.0090, Harmonized Tariff Schedule of the United States (HTS), which provides for monofilament of which any cross-sectional dimension exceeds 1 mm, rods, sticks and profile shapes, whether or not surface-worked, but not otherwise worked, of plastics: of polymers of vinyl chloride, other. The rate of duty will be 5.8 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
