Dear Ms. Haines: In your letter dated May 26th, 2000 you requested a classification ruling. The sample submitted with your request is identified as style #GV201013, "3 in 1 cosmetic bag". The item is comprised of a trinket box, toiletry bag, and lipstick case put up for retail sale. The item is not considered a set pursuant to General Rule of Interpretation (GRI) 3b. The trinket box has an exterior surface of textile material of man-made fibers. The interior of the box is lined and non-compartmentalized. The toiletry bag has an exterior surface of velvet textile material of man-made fibers. The interior is lined with vinyl and has a mirror on the interior of the front flap. A full-width zippered closure and front flap with hook and loop closure secure the top opening. The lipstick holder has an exterior surface of textile material of man-made fibers. It is lined on the interior and has a mirror on the interior of the front flap. The front flap, which has a snap closure, secures the lipstick holder. The applicable subheading for the toiletry bag of item #GV201013 will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports, and similar bags, with outer surface of textile materials, other, other, of man-made fibers, other. The duty rate will be 18.6% ad valorem. The applicable subheading for the lipstick holder of item #GV201013 will be 4202.32.9550, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or the handbag…of man-made fibers. The duty rate will be 18.6% ad valorem. The applicable subheading for the trinket box of item #GV201013 will be 6307.90.9989, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles, including dress patterns…other. The duty rate will be 7% ad valorem. Items classifiable under HTS subheading 4202.92.3031 and 4202.32.9550 fall within textile category designation 670. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
