The tariff classification of plastic sheathed clothesline from China

You submitted a sample of clothesline and stated that it is made of a polypropylene sheath which covers 100 percent polyester filaments. These filaments are not braided or otherwise twisted together. They are held together by virtue of the enclosing sheath of polypropylene. The applicable subheading for the clothesline will be 5604.90.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for rubber thread and cord, textile yarn and strip and the like of heading 5404 or 5405, impregnated, coated, covered or sheathed with rubber of plastics, other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
