Dear Mr. Anderson: In your letter dated June 22, 1999, on behalf of Zondervan Publishing House, you requested a tariff classification ruling. A sample was provided with your letter. The bible book cover is composed of cellular plastics sheeting backed on one side with a uniformly dyed nylon fabric. For tariff purposes, the textile in this type of construction is considered to serve as mere reinforcement. The bible book cover has an adjustable carrying strap, a three sided zippered closure, an open exterior pocket and interior sleeves at both ends to secure the bible in place. As you requested, your sample is being returned. The applicable subheading for the bible book cover will be 3926.10.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of plastics: office or school supplies. The rate of duty will be 5.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
