Dear Ms. Balice: In your letter dated January 6, 1999 you requested a tariff classification ruling. The submitted sample is a round plastic ball with a happy face painted on it. Inside is a liquid substance used in bubble blowing. At the top of the ball is a screw top, that when opened has a filter that fits into the ball. The screw top will emit bubbles when blown through the filter. Attached to the screw top is a round metal key ring. The style number for the bubble blower key ring is 23971. The applicable subheading for the bubble blower key ring will be 7326.20.0050, Harmonized Tariff Schedule of the United States (HTS), which provides for Articles of iron or steel wire...Other. The rate of duty will be 3.9% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). a copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
