Dear Mr. Catalado: In your letter dated December 31, 1998, you requested a tariff classification ruling, on behalf of C.F. Russel Co., Tyron, NC. The subject item is described as 1/8" galvanized cable in reels. It will be used in the automotive industry as part of a brake assembly. The construction of the item is 1 strand of 19 filaments of galvanized steel wire. The applicable subheading for the galvanized cable will be 7312.10.3074, HTS, which provides for stranded wire, ropes, cables, plaited bands, slings and the like, of iron or steel, not electrically insulated: stranded wire, ropes and cables: stranded wire: other: other: other: other: galvanized: other: other. The duty rate will be 2.4% ad valorem. Consideration was given to classifying this product under subheading 7312.10.9030, HTS, as you have suggested. However, due to the construction of your product, this cable is in fact stranded wire. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
