Dear Mr. Heron: In your letter dated December 21, 1998, on behalf of International Customs Products, Inc., Dubois, PA, you requested a tariff classification ruling. A sample and descriptive literature were submitted with your letter. The sample was examined and disposed of. The product known as “white sauce”, is an off-white colored, thick liquid consisting of milkfat, water, vinegar (and/or lactic acid and/or citric acid), zanthan gum, carboxymethelcellulose, sodium phosphate (and/or sodium citrate) packed in 25 kg. containers. It is used as a base for the commercial production of gourmet sauces and dressings. The applicable subheading for the white sauce will be 2103.90.9060, HTS, which provides for sauces and preparations therefor...other...other. The rate of duty will be 6.6 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
