Brand Blvd., Suite 1000 Glendale, CA 91203-2671 RE: The tariff classification of steel keyrings with a plastic toy from China Dear Ms. Hong: In your letter dated November 9, 1998, you requested a tariff classification ruling of two articles. The products to be imported are two steel chains with plastic toys attached to one end and steel key loops attached to the other end. They are Disney’s Mickey Minnie Pullback Keyring and Mickey Bumper Car Keyring. Both are manufactured in China and sold by Monogram International, Inc. The pullback keyring is a toy car with Mickey and Minnie, covered with a clear plastic dome, sitting inside. When the car is pulled back and let go the characters move side ways as the car goes forward. The bumper car keyring has Mickey and Minnie riding in bumper cars, along with a third uninhabited car, covered with a clear plastic dome. When the toy’s lever is pushed to the side, the bumper cars vibrate. The applicable subheading for the toy keyrings is 7326.20.0050 HTS, which provides for other articles of iron or steel, articles of iron or steel wire, other. The rate of duty will be 4.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
