You submitted a sample of stretch raffia which measures approximately 28 centimeters in width. It is a braid in the piece made of raffia and a blended rayon/rubber yarn. You state that it will form the upper strap portion of an open toed sandal. The applicable subheading for the braid will be 5808.10.9000 HTS, which provides for braids in the piece; other; other. The duty rate will be 6.7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
