The item concerned (shown below) is a yellow band of plastic measuring 76"L X 1"W with one hole in it. The function of the item, when threaded into the bicycle wheel rim, is to protect the part of the tire tube which comes in contact with the wheel rim You state that you will import this item into the U.S., mainly, through the Ports of Norfolk, Virginia; Baltimore, Maryland; Charleston, South Carolina; Houston, Texas and Los Angeles, California. The applicable subheading for the Bicycle Rim Band will be 8714.99.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts and accessories of [bicycles]: Other: Other: Other. The rate of duty will be 10% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
