Dear Mr. Castro: In your letter dated January 28, 1998, you requested a ruling. You state that you wish to import vicuna wool into the United States and ask if there are any restrictions. You further inquire about importing products of such wool into the U.S. We cannot rule upon the tariff classification of products of vicuna wool without an actual sample and additional information. Please refer to attached NY Regional Informational Pipeline #1688 which concerns the procedures for requesting a binding ruling from the U.S. Customs Service. With respect to the admissibility of vicuna wool or such products derived thereof, the U.S. Department of Fish and Wildlife stipulates that the vicuna is still on the Endangered Species List. Under certain situations a permit may be issued.
