Dear Ms. Mason: In your letter dated September 22, 1997, you requested a tariff classification ruling. The submitted sample, LV#967U, is a laundry hamper designed like a teddy bear. It is composed of a teddy bear face made of cotton with a polyfoam filling to make it stiff, and a bag made of 100% cotton to hold laundry. A vinyl covered board frame is placed inside the hamper and held together with Velcro to keep it rigid. The dimensions are approximately 17-1/2"L x 15"W x 10"D. When assembled, the laundry hamper is designed to be placed on the floor or ground. The applicable subheading for the laundry hamper will be 9403.80.6040, Harmonized Tariff Schedule of the United States (HTS), which provides for other furniture and parts thereof: furniture of other materials, including cane, osier, bamboo or similar materials: other, household. The rate of duty will be 1.6% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
