Kwai Chung, New Territories, Hong Kong RE: The tariff classification of a travel bag and a cooler bag with outer surfaces of sheeting of plastic from China Dear Mr. Louie: In your letter dated April 30, 1997 you requested a tariff classification ruling. The items which Million Time Industrial Limited intends to export to the United States are a travel bag (item #AP-607 "Benchtop") and a cooler bag (item #FS-701 "Shakespeare FTD"). The travel bag item #AP-607 measures approximately 13 1/2 x 5 1/2 x 7 1/2 inches and has two textile webbing carry handles and an outer surface predominantly of fabric backed plastic sheeting. On the interior and exterior surfaces of the two largest sides there are four open top pockets formed from one piece of fabric stitched down at equally spaced intervals. The cooler bag item #FS-701 has an outer surface predominantly of fabric backed plastic sheeting (the remainder being woven polyester fabric) and a zip top closure around three edges. The cooler bag features additional compartments at both ends and on one side which have zip around closures, open top pockets of open-work knit fabric on the outer surfaces of each of the three compartments, two textile webbing carry handles, walls insulated with foam plastic, and an adjustable detachable textile webbing shoulder strap. The cooler bag measures approximately 17 x 8 x 9 inches. The applicable subheading for the travel bag will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic. The rate of duty will be 20 percent ad valorem. The applicable subheading for the cooler bag will be 4202.92.9060, Harmonized Tariff Schedule of the United States (HTS), which provides for trunks, suitcases, vanity cases, traveling bags and similar containers, with outer surface of sheeting of plastic or of textile materials, other, other, other, other. The rate of duty for this item will be 19.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
