Box 300764 Jamaica, NY 11430-0764 RE: The tariff classification of quick release couplings made of brass from Italy Dear Mr. Paciaffi: In your letter dated October 25, 1996, you requested a tariff classification ruling. The products to be imported are hydraulic quick release couplings to be used in joining or separating hoses on lines which contain hydraulic fluids so that the loss of the fluid is minimized. As indicated in the submitted product catalog, you intend to import items from the VVS, H, TNV-TNL, FB, and RF series. Couplings VVS and RF are screw type couplings used in industrial/agricultural and refrigeration applications, respectively. The minimal size for both is one-quarter inch; the maximum size for VVS is two inches and for RF is one inch. Couplings belonging to the H and TNV-TNL series use a locking ball bearing type fastening apparatus and are used in industrial applications. The H couplings range in size from one-eighth inch to three inches and the TNV-TNL coupling sizes are from one-quarter inch to two inches. The FB coupling is of a screw with wing nut fastening construction and is used in the transportation industry. Its sizes range from three-quarter inch to an inch and a half. All couplings are made of brass and manufactured by Faster s.r.l. in Italy. The applicable subheading for the brass quick release couplings will be 7419.99.50, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of copper, not specifically provided for. The 1996 rate of duty for this product will is 3% ad valorem. - 2 - This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
