Bonace Blair Corporation 220 Hickory Street Warren, PA 16366-0001 RE: The tariff classification of a screwdriver set from Taiwan. Dear Ms. Bonace: In your letter dated January 26, 1994, you requested a tariff classification ruling. The subject item, style #2905, is a 39 piece screwdriver set. This set consists of a magnetic bit holder on the screwdriver with a rubber grip on the handle, a molded plastic case, 5 slotted bits, 2 Pozidriv bits, 6 torque bits, 4 phillips bits, 4 Robertson bits, 5 hexagonal bits, 9 sockets, 1 socket holder and 1 adapter. Your submitted sample will be returned to you as requested. When two or more goods are put up for retail sale and meet the criteria for sets, the goods are classified according to the component which gives them their essential character. In this instance, the socket holder imparts the essential character of the set. The applicable subheading for the 39 piece screwdriver set will be 8466.10.0070, Harmonized Tariff Schedule of the United States (HTS), which provides for tool holders for any type of tool for working in the hand: tool holders and self-opening dieheads...other. The duty rate will be 4.9% ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
