Dear Mr. Otterstadt: In your letter dated December 18, 1990 you requested a tariff classification ruling. The Berkolizing Machine is used to change the surface characteristics of covers for rubber rolls that are employed on textile machines to pull or transport threads. The roll covers are placed inside the machine under ultraviolet light for a period of approximately 12 minutes, during which time the top surface of the rubber becomes microscopically smoother. The rate of duty will be 4.2 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
