The country-of-origin marking of keys from Colombia.

Dear Mr. Garofalo: In your letter dated October 17, 1990, you requested a ruling on country-of-origin marking. The merchandise is uncut keys, which will be imported in boxes of 100 for cutting and re-packaging with locks. Under 19 USC 1304, every article of foreign origin when imported into the United States must have been marked in a conspicuous place as legibly, indelibly and permanently as the nature of the article will allow to indicate to an ultimate purchaser in the United States the English name of the country of origin. None of the exemptions provided by law apply to the merchandise at hand. In the present case, the ultimate purchaser would be that person who last acquires the finished key for use. Each key should be legibly etched or stamped "Made in Colombia" or "Colombia" on the flat surface of the head of the key. The words "Key made in Colombia" would also be acceptable. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction. Sincerely, Jean F.
