Colfax Portland, Oregon 97720 RE: The tariff classification of a steel bezel from Taiwan Dear Ms. Moore: In your letter dated September 17, 1990, on behalf of Planar Systems Inc., you requested a tariff classification ruling. The merchandise under consideration involves steel bezels that are designed and used for the assembly of electroluminescent displays. Their end-use application is to hold the EL displays together. The steel bezel is approximately 9.5 inches in length, 6.5 inches in width, and .50 inches in depth. The bezel surrounds a coated glass panel that is flat and is attached to the unit's circuit board and power supply. The EL glass panel that it holds, is a solid-state device with a thin film luminescent layer sandwiched between transparent dielectric layers and a matrix of row and column electrodes. The information provided appears to indicate that these bezels are principally used with computer flat-panel displays. The model numbers of the bezels are as follows: Planar P/N 501-0036-00 Bezel, stamped, 8358MS; Planar P/N 501-0037-02 Retainer, stamped, 8358; Planar P/N 501-0050-01 Bezel, stamped, 8358HR. The applicable subheading for the steel bezels will be 8473.30.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for parts and accessories of the machines of heading 8471, not incorporating a cathode ray tube. The rate of duty will be free. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
