Dear Mr. Riddle: This is in response to a request for a tariff classification ruling, on behalf of Imperial Industries, Inc, dated November 21, 1995. The sample submitted is an steel nipple which is approximately 7/8 of an inch long and approximately a 1/4 inch in diameter. The nipple has a 8.7mm threaded hole bored through its length and the base of the nipple is slotted . The nipple is inserted into the hub of a wire tire wheel and a wire spoke is then threaded into the nipple thereby connecting the spoke to the hub. When all the spokes are connected to the hub the nipples are covered by a plastic belt which keeps them in place. The provision applicable to the nipples is 7318.19.0000, HTS , which provides for Screws,bolts nuts...... and similar articles, of iron or steel: Threaded articles: Other. The rate of duty is 5.7 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
